Julie Sugarman

Dr. Sugarman specializes in the evaluation of educational programs for culturally and linguistically diverse learners and in dual language/two-way immersion education. As an evaluation specialist working with the COR Center, she developed the CO Assessment Toolkit and collected data on overseas and domestic CO practices, successes, and challenges through practitioner surveys and learner assessments. Her other work at CAL has included directing comprehensive evaluations of programs for K-12 English language learners and creating and disseminating a variety of resources for dual language program practitioners. She has conducted dozens of workshops on dual language and on program evaluation and has presented at numerous national conferences.

Dr. Sugarman received her Ph.D. in second language education and culture from the University of Maryland, College Park, and is a member of the American Educational Research Association and the American Evaluation Association.
