You can create, rename, edit folders UNDER the those first level children as needed.

You are restricted to create, rename, modify UNDER your site (i.e. COR Center) however you may be able to see several sites.

There is a bug in I.E 9 where the floating mini-nav [+/-] expander isn't working, but you can use the left nav.
